Matthew D. Frampton, Coordinator of South Central PA Highway Safety, is a retired Pennsylvania state trooper and veteran of the United States Army. Matt is a Certified Passenger Safety Instructor and is available to inspect and install car seats. He can be reached at mframpton@atspa.org.

Karen W. Rowe, Program Specialist for South Central PA Highway Safety. She oversees and organizes SCPAHS's educational programs. Karen is also a Certified Passenger Safety Technician. She is available to assist organizations with educational materials and questions related to traffic safety programs. To contact Karen, email krowe@atspa.org.

Christopher Bendl, Assistant Coordinator for South Central PA Highway Safety. Chris retired from the Pennsylvania State Police in March 2018.  During his time with the State Police, he worked as a Patrol Trooper and in the Department’s Bureau of Research/Development.  Like all the staff at Highway Safety, Chris is trained in Child Passenger Safety and can promote the safety message for your organization.
