Karen W. Rowe, Program Specialist for South Central PA Highway Safety. Karen oversees SCPAHS's educational programs and is an experienced Child Passenger Safety Technician. She is available to assist organizations with their events by providing in-person presentations, materials and answering questions related to our traffic safety programs. Robert (Bob) A. Webb, Assistant Coordinator
South Central PA Highway Safety is excited to welcome Bob Webb to the team! Bob brings a strong foundation in public safety and community service from his time as a Master-at-Arms (Military Police) in the U.S. Navy, where he served from 2017 to 2025.
With duty stations ranging from Omaha, Nebraska, to the U.S.S. John C. Stennis, to Norfolk, VA, Bob now calls Central PA home and is ready to serve Cumberland, Dauphin, Franklin, and Perry Counties with highway safety education and outreach. Bob's email is rwebb@atspa.org
